1、竞赛规则 Rules

1.1本赛事将执行国际帆船竞赛规则2017-2020(RRS)中所定义的规则。组委会可能采用特别规定的现场裁决方法，具体见航行细则。

The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). The Organizing Authority (OA) may use on-water umpiring, refer to Sailing Instructions.

1.2所有参赛者在官方训练和比赛过程中，必须身着符合标准要求的救生衣。

Personal floatation devices must be worn at all times whilst afloat.

1.3成员国/地区管理机构的规定不适用于本次比赛.

No National Authority prescriptions will apply.

2、参赛资格及级别 Eligibility and Entry

2.1 参赛单位可为国际和国内水手、学校和俱乐部等。

The regatta is open to all international  and national  sailors. clubs.school….etc

2.2 参赛选手需具备足够比赛能力。

Competitors shall have competent racing ability.

2.3 参赛选手须自己承担参赛的风险与责任。组委会不对赛前、赛中和赛后可能发生的人员伤亡、器材损失和丢失负责。

Competitors agree to compete entirely at their own risks. The OA will not be responsible for any injury, damage, or loss that occurs before, during, and after the event.

2.4各级别比赛均为个人场地群发赛

The regatta shall consist of fleet racing

2.5比赛设以下项目：The regatta shall have the following classes:

2.5.1 Topper级别：Topper Class:

Topper 5.3 组，名额限制最多80条船

Topper 5.3 fleet，max entries 80 boats

Topper 4.2组，名额限制最多50条船

Topper 4.2 Fleet, max entries 50 boats

2、6每个组别参赛船不得少于5条，不足5条组委会可能取消该组别。

Each division shall consist of no less than 5 boats, the OA may cancel the division otherwise.

3、计分方法 Scoring

3.1场地赛采用帆船竞赛规则中附录A低分计分法。 

RRS Appendix A will apply.

3.2各级别至少完成3轮比赛方能构成赛事。

At least 3 races are required to be completed to constitute a series.

3.3当比赛完成少于5轮时，参赛船只的成绩将为所有轮次的成绩之和。

When fewer than 5 races have been completed, a boat’s series score is the total of her race scores from all races.

3.4 当比赛完成5轮及以上时，参赛船只的成绩将除去最差一轮成绩后其余轮次成绩的之和。

When 5 or more races have been completed, a boat’s series score is the total of her race scores excluding her worst score.

4、广告 Advertising

4.1执行国际帆联规章第20条广告规定、新年杯帆船赛赛事规定，赛事组委会将要求在比赛船体、帆面等指定位置上展示赛事名称及赞助商的广告。

Boats may be required to display advertising chosen and supplied by the OA, in accordance to World Sailing Regulation 20.

4.2 组委会有权拒绝与赛事赞助商相冲突的参赛队广告。

The OA may reject advertising or sponsorship of teams that are in conflict with the sponsors of the regatta.

5、报名 Registration

5.1各参赛单位请于2019年12月20日前通过赛事联系人邮箱报名，同时缴纳相关费用。缴费时请注明单位名称。

Participating teams are required to notify the OA of their entry at the official email, and pay all relevant fees, please include the name of the team when making payment.

5.2 晚于规定时间报名的运动员，组委会保留不接受其报名要求的权利（视器材租赁情况定）。

The OA reserves the right to reject entries that exceed the time limit.

6、参赛费用 Fees

6.1  11月30日前报名的报名费为每人800RMB。

The entry fee for entries received before 20th of December  2019 is 800RMB per person.

6.2  11月30日后的选手报名，若赛区接待能力和器材条件允许，可接受延迟报名，报名费为每人1500元。

The OA may accept late entries after 30^th November  2019. The late entry fee is 1500RMB per person.

注：12月20日后不接受任何报名。报名截止日后退出比赛者，报名费不退。

Note: No entries will be accepted after 20^th December 2019. There will be no refund of entry fees after 20th of December ,2019.

8、器材租赁 Boat Charter

8.1 Topper器材租赁：组委会统一提供全套器材，抽签分配，全套器材租金为1000元/套，另外每套器材押金为1000元，若归还时器材无损坏，则押金退还。若有损坏，照价赔偿。

Topper Equipment Charter: The OA shall provide equipment by draw, with a charter fee of 1000RMB per boat, and a damage deposit of 1000RMB. The damage deposit will be refunded if there is no damage to the chartered equipment. Damage shall be compensated from the deposit.

8.2 教练艇租赁：由于教练艇数量紧张届时可能会安排2-3家参赛单位共用一条，具体详见补充通知。

Support boat charter: Support boats may be chartered, with 2-3 participating teams per boat.

10、航行细则 Sailing Instructions

Please collect the Sailing Instructions at registration.

11、航线 Course

竞赛官在比赛开始前说明比赛航线，具体查看航行细则。

Please refer to the Sailing Instructions. The Race Officer will explain the course during the technical meeting.

12  通讯使用RADIO COMMUNICATION

12.1 一条船在比赛期间不可以接受和使用对讲通讯系统，本条款同样适用于手机的通讯

A boat shall neither make radio communication while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephone.

13、安全规定 Safety Regulations

所有参赛选手须自备符合安全要求的救生衣，选手在水上期间必须始终穿着救生衣。

All competitors are required to prepare suitable Personal Flotation Device. Personal Flotation Device must be worn at all times whilst afloat.

14、辅助船 Support Boats

14.1 只有注册为赛事安全艇的辅助船才允许进入竞赛场地。

Only registered support boats are allowed into the race venue.

14.2 辅助船的标识为“RESCUE(救援)”，需与参赛船只保持距离，除非该船为组委会提供的裁判船。

OA safety boats shall be identified by ‘RESCUE’. All support boats shall stay clear of racing boats.

15、名次和奖励 Prizes

15.1所有参赛选手均可获得参赛证书，参赛证书由组委会负责提供。

All competitors shall receive a certificate of participation.

15.2 奖励 Prizes

奖励按以下组别颁发Prizes will be awarded as follows

(1) 1st—3rd   Topper 5.3 Overall    Topper5.3 公开组前3名

(2) 1st—3rd  Topper 5.3 Girls        Topper5.3 女子组前3名

(3) 1st—3rd  Topper 5.3 Boys       Topper5.3 男子组前3名

16、免责声明与保险 Risk Statement and Insurance

16.1选手自行决定参赛，参赛选手须自己承担参赛的风险和责任。组委会不对赛前、赛中和赛后可能发生的人员伤亡，器材损坏和丢失负责。选手报名参赛，即视为其监护人知晓并接受赛事规程及赛事相关规定。

Competitors participate in the Regatta entirely at their own risks and they are reminded of the provisions of RRS 4, Decision to Race. The OA shall not be responsible for any injury, damage, or loss that occurs before, during, or after the regatta.

16.2 选手应购买个人意外伤害险，保险金额不得低于50万元人民币。报到时提供保险单复印件。

Each competitor shall hold a valid insurance certificate with a minimum coverage of 500,000RMB. Competitors shall provide proof of insurance during registration.

16.3 是否参加比赛与继续比赛是每个参赛运动员的责任。

It is the sole responsibility of each competitor whether to race, or to continue racing.
