2、比赛规则

Rules

2.1 执行《世界帆联帆船竞赛规则2021-2024》(RRS)中定义的规则；

The event shall be governed by the rules as defined in The Racing Rules of Sailing 2021-2024 (RRS).

2.2 不采用任何国家官方规定。

No national prescriptions will apply.

2.3 统一船型级别规则（如适用）。

The Class Rules for boats entered in a One Design Class(if applicable).

2.4 本赛事公告的内容可能会于2024世界湾区帆船赛航行细则中被修改。如赛事公告和航行细则内容有冲突，以航行细则为准。此更改规则63.7.

This Notice of Race may be amended in the 2024 World Bay Area Regatta Sailing Instructions. If there is a conflict between NOR and SIs, the SIs will take precedence. This changes RRS 63.7.

2.5 本赛事公告为中文及英文版，如两者出现不同理解，中文为优先语言。

This Notice of Race is published in both Chinese and English. If there is a conflict between languages the Chinese text will take precedence.

    2.6 缩写定义

       Notation

      [NP]： 賽事公告中某条标注[NP]表示本条不应被一条帆船作

      为抗议的依据，此更改了RRS 60.1(a)。

      The notation [NP] in a rule in the NOR means that shall not be 

      grounded for protest by a boat. This changes RRS

 

青少年组别的赛事公告将另行发布。

The Notice of Race for youth classes will be published in respective document.

 

3、比赛时间和地点

Date and Venue

3.1 比赛时间：2024年12月6日-8日

Dates: December 6th to 8th,2024

3.2 比赛地点：深圳欢乐港湾及前海湾水域

Venue: OH Bay and Qianhai Bay, Shenzhen

 

4、[DP][NP]安全规则

           Safety Regulations

4.1所有船只必须携带甚高频对讲机。

All boats shall carry onboard a VHF radio.

4.2 所有参赛者下海比赛必须穿戴符合标准的救生衣。

All crews onboard shall wear personal floating equipment all the time while afloat.

 

5、广告

Advertising

    5.1 赛事期间，所有展示在参赛船只或选手服饰上的广告须完全符合世界帆联章程第20条的规定。

      Competitors’ advertising displayed on boats and/or on crew-wear during the event shall be entirely in accordance with WORLD SAILING Regulation 20.

5.2 [DP][NP]参赛船只应当展示组委会提供的大会赞助商广告,并以组委会提供的广告样板粘贴和展示,且在比赛期间禁止擅自移除。

Participating boats may be required to display advertisements chosen and provided  by the Organizing Authority. The advertising shall be sticked or displayed as required by the organizing authority. No OA advertising shall be removed during the event.

 

6、参赛资格及报名

Eligibility and Entry

6.1 比赛将会设有以下组别：

FE28R 统一设计组别

FE23R 统一设计组别

The event will consist of the following classes / Divisions:

FE28R One-Design

FE23R One-Design

6.2 因比赛场地原因，本次赛事统一设计组别的船只由组委会提供，各组别报名达到10条船后，组委会不再增加船队名额。

Due to the mooring capacity of the competition venue, all one-design classes/divisions boats will be provided by the Organizing Authority. Once the number of entries in each class reaches 10, no further application will be accepted.

6.3 每支FE23参赛船队的报名名单中，可以有一名12周岁以上青少年，但需组委会审核通过后方可参赛。其他选手必须年满18岁。

Each FE23R team's entry list can include one teenager aged 12 or above, pending approval from the organizing committee. All other participants must be at least 18 years old.

6.4 应政府主管部门要求，符合资格的船队须递交报名表、选手名单、船长和至少三名主要选手的比赛经历及以下报名材料：

船长证件须符合下列条件之一：

a、外籍或中国香港籍船长在当地考取的驾船适任能力证书

b、中国籍船必须持有中国海事局颁发的《游艇驾驶证》（A2F或A1F证）。

As the request from government authorities, an eligible team shall submit entry form, crew list, the skipper’s profile, and the racing experience of at least three key members, along with the following documents:

The skipper’s certificate shall meet one of the following conditions:

a. Foreign or Hong Kong China skippers - local certificate of competency in boat handling.

b. Chinese skippers shall hold a 'Yacht Driving License' (A2F or A1F) issued by the China Maritime Safety Administration.

6.5 本次赛事由组委会统一邀请队伍。

Participation in this event is by invitation only, as determined by the Organizing Authority.

6.6在未得到竞委会书面许可之前，注册船长或船员不得更换。如需更换注册船长或船员，须于比赛前一日20:00 前将申请递交至竞委会。

The registered skippers or crew shall not be changed without written approval from the Race Committee. Request for changing skipper or crew shall be submitted to the Race Committee by 20:00 before the day the race take effect.

 

7、参赛费用

Entry Fees

7.1 报名费：本次赛事将不收取报名费用。

No Entry fee will be charged.

7.2 报名时间：

自本公告发布之日至2024年11月25日截止。提交资料后需得到组委会的正式确认回复方为有效。

From the date of this announcement until November 25, 2024. Submissions are only valid after receiving an official confirmation reply from the organizing committee.

7.3 器材押金（参赛船队使用组委会提供的船只，在报到注册时现场缴纳押金）：

FE28R组需缴纳人民币10000元/艘作为船只押金。

FE23R组需缴纳人民币10000元/艘作为船只押金。

如比赛期间船只没有损伤，押金将在比赛结束后返还。如出现损坏情况，照价赔偿。

Damage Deposit (Teams using boats provided by the organizing committee must pay the deposit at on-site registration)

FE28R : RMB 10,000 per boat.

FE23R : RMB 10,000 per boat.

The deposit will be refunded after the event, provided there is no damage to the boats. In the case of damage, compensation will be required at the replacement cost.

2024世界湾区帆船赛的最后一天，14:00后将不再发出任何预告信号

On the last racing day of the 2024 World Bay Area Regatta, no warning signals will be made after 14:00.

 

9. 设备检查

Equipment Inspection

9.1 技术委员会可以在比赛期间的任何时间检查参赛船只。

The Technical Committee may conduct inspections of competing boats at any time throughout the duration of the regatta.

9.2 [DP]如参赛船只被发现未符合安全规定或级别规则，或未遵从官方检查人员的合理要求将可能被技术委员会抗议。

A boat found breaking safety regulations, class rules, or fail to comply with reasonable requests from official inspectors may be  protested by the Technical Committee.

 

10. 船员限制

Crew Limitations

    10.1各组别比赛登船人数（含船长）限制如下：

FE28R – 8人

FE23R – 6人

Maximum number of crews(including skipper) onboard during races is as below:

FE28R – 8

FE23R - 6

10.2 比赛将根据级别规则（如适用）限定登船人员总重量。

    Maximum crew weight onboard during races is limited in accordance with the class rule(if applicable).

11. 航行细则

Sailing Instructions

航行细则将在赛前公布。

The Sailing Instructions will be available prior to the regatta.

 

12. 竞赛航线

Race Courses

比赛当日的航线，将从航行细则里公布的航线中选择，并根据现场的天气情况决定。

The course to be sailed will be selected from a list of appropriate courses to be detailed in the Sailing Instructions and will be determined depending on prevailing weather conditions.

 

13. 记分

Scoring

13.1 采用帆船竞赛规则附录A低分计算法。

The low-point scoring system, as defined in RRS Appendix A will be applied.

13.2 各组别完成1轮比赛方能构成赛事。

One race is required to be finished to constitute a regatta.

 

14. 奖品、奖金

Prizes and Awards

14.1 2024世界湾区帆船赛将向每个组别总成绩前三名颁发奖项。各组别总成绩前三名分别奖励20000元、15000元、10000元奖金。

注：奖金为含税金额，由组委会代缴税后发放实际税后金额。

The 2024 World Bay Area Regatta prizes will be awarded to the top three overall placed boats in each class. The bonus distribution is as follows: RMB 20,000 for 1st place, RMB 15,000 for 2nd place, and RMB 10,000 for 3rd place.

Note: The prize money is the gross amount. The actual net amount, after tax deductions (which will be withheld by the Organizing Authority), will be distributed accordingly.

14.2 组委会可能决定颁发其他奖项。

Other prizes may be awarded at the discretion of the organizing authority.

 

15. 保险

Insurance

15.1 参赛船只的保险均由组委会购买。

Insurance for all participating boats will be provided by the Organizing Authority.

15.2 所有参赛选手需购买不低于 50 万人民币的人身意外伤害险(含医疗)，保证赛事期间及赛事区域有效。

All competitors shall purchase personal accident insurance with a minimum coverage of RMB 500,000 (including medical coverage) effective for designated venue and dates during the event.

 

16. 风险免责声明

Risk Statement

16.1 所有参赛选手须知悉帆船竞赛规则基本规则3:“决定船只是否参加一个比赛或继续比赛是其个人责任”。未经赛事组委会同意，任何非官方注册的选手不得在赛事期间登上比赛船只，否则后果自负。帆船比赛本身是一项具有挑战性的体育项目，具有一定的危险性。参加本次赛事的每一位选手须了解并同意以下内容：

(a) 充分了解此项运动所具有的危险性，并承担因参加此赛事需让自己、同行的船员和所使用船只面临潜在危险的责任；

(b) 对自己、同行船员、所使用船只以及其他船上或岸上相关的资产负安全责任；

(c) 承担因自身行为或疏忽导致的人员损伤、设备损坏或丢失的责任；

(d) 所使用船只处于良好状态，并适合参加本次赛事；

(e) 组委会的赛事团队、工作船艇和其他工作人员和志愿者不对选手的自身责任负责；

(f) 组委会工作船艇的辅助能力有限，特别是在极端天气下，所以将根据当时的条件适宜的进行辅助；

(g) 有责任熟知场地和组委会所公布的安全指引和须知，并参加组委会召开的安全会议；

(h) 有责任确保其所使用船只的状态和配备能够面对极端天气；船员的数量、经验和身体条件能够应对极端天气；船上的安全救生设备是经过正常保养、有效、放置到位，且船员熟悉使用的。

All participating boat shall be aware of RRS Rule 3 " The responsibility for a boat's decision to participate in a race or to continue racing is hers alone..”

No registered crew is permitted to board a race boat during the event without prior approval from the Organizing Authority. Participants assume full responsibility for any consequences, at their own risk.

Sailing competitions inherently involve risks, and each participant in this event must understand and agree to the following:

Fully comprehend the dangers associated with the sport and accept responsibility for exposing themselves, their crew, and the boat they are using to potential risks associated with participating in the event; 

Assume responsibility for the safety of themselves, their crew, the boat they are using, and any assets on board or ashore; 

Accept responsibility for any injury, damage, or loss caused by their own actions or omissions;

Ensure that the boat they are using is in good condition and suitable for participating in the event;

Acknowledge that the Organizing Authority’s event team, workboats, and other staff and volunteers are not responsible for the participant’s own responsibilities;

Recognize that the assistance capacity of the Organizing Authority’s workboats is limited, especially in extreme weather conditions, and assistance will be provided as appropriate under the circumstances;

Be responsible for familiarizing themselves with the venue, the safety guidelines and notices published by the Organizing Authority, and attending the safety meetings convened by the Organizing Authority;

Ensure that the condition and equipment of the boat they are using can withstand extreme weather, that the crew's number, experience, and physical condition are adequate to handle extreme conditions, and that safety and life-saving equipment on board is properly maintained, effective, correctly placed, and familiar to the crew.

16.2 对于比赛前后及期间的船只及物资的损失或损坏、以及人身伤害或死亡由参赛船队自行负责。组委会各单位将不承担任何责任。

The participating teams shall be fully responsible for any loss or damage to their boats and equipment, as well as any personal injury or death occurring before, during, or after the competition. The Organizing Authority will not accept any liability for vessel and material damage or personal injury or death sustained in conjunction with or prior to, during, or after the event. The team or boat owner shall take the full responsibility.

 

17. [NP]停泊

Berthing

所有参赛船只须根据组委会统一安排在码头内的指定位置进行停泊。

All participating boats shall be moored at the designated berths arranged by the Organizing Authority. 

 

18. 通讯

Communications

18.1 赛事官方信息将公布在官方平台上或通过微信群发布。

Event official information will be published on official platform or via wechat group.

18.2 所有船队需携带VHF对讲机。竞委会在水上将可能通过对讲机发布相关选手信息。通讯频道将在航行细则上公布。

All boats shall carry a VHF radio. On the water, the race committee may make courtesy broadcast to competitors on VHF radio. The channel will be stated in the SIs.
